Senior Project Manager, Public Assistance

Beverly Mesa-ZendtBeverly joined PACI in February 2018 as a Senior Project Manager in the Public Assistance Division. She has more than 13 years’ experience in grant writing, grant administration, urban planning, economic development, and strategic planning. During her tenure with Island County, Washington, and the Cities of Temple, Belton, and Killeen, Texas, Beverly has served as a Grant Writer/Administrator, Development Coordinator, City Planner, Assistant Director of Planning, and Director of Planning. Beverly has a tremendous amount of experience writing successful grants at the federal, state and local levels. She has submitted and or managed grants for the following agencies – Texas Department of Transportation, U.S. Department of Housing and Urban Development, Texas Parks & Wildlife, Department of Homeland Security, US Department of Economic Development, Texas Historical Commission, US Economic Development Administration, and the Alabama Department of Economic and Community Affairs. Beverly is also an accomplished economic development project manager, including the development of numerous Tax Increment Financing Zones with an estimated generation of over $47 million in Killeen, Texas.
