Senior Project Manager – Grants

Kelly CarpenterKelly joined PACI in February 2018 as a Senior Project Manager in the Public Assistance Division. She has over 44 years’ experience in land use planning, grant writing, grant administration, economic development, and strategic planning. During her tenure with numerous cities throughout New Mexico, Arizona, Florida, and Texas, Kelly has served as the Director of Planning and Development Services, Director of Environmental and Engineering Services, Community Development Director, and Chief Land Planner. Kelly has also owned and operated public administration/assistance consulting firms in Florida and Texas. She has extensive experience in grant writing and program management at the state and local levels. Kelly has submitted grants to and/or managed grant programs with the following agencies – Texas Department of Transportation, U.S. Department of Housing and Urban Development. Education, Licenses and Certifications: Bachelor of Arts (New Mexico State University, 1969); Master of Science in Urban Planning (University of Arizona, 1972); American Institute of Certified Planners (A.I.C.P., American Planning Association)
