Andrew AllemandAndrew has been working with PACI and RCI since 2017 and is highly-motivated to bring his considerable experience as a local government professional to bear in order to help the people of Puerto Rico. Andrew has over 16 years of experience in grant writing, grant administration, project management, urban planning, economic development, contract administration and land development consulting. During his tenure with the Cities of Belton, Killeen and Baytown, Texas, Andrew has served as a Grant Writer/Administrator, Development Coordinator, City Planner, Director of Planning, and Assistant Director of Public Works. Andrew has first-hand experience on the municipal side with submitting public assistance grants to FEMA, the Texas Department of Transportation, the Texas Department of Housing and Community Affairs, the Texas Parks and Wildlife Department, the Texas Historic Commission, the U.S. Environmental Protection Agency, and the U.S. Department of Housing and Urban Development. Since 2014, Andrew has owned and operated his own private land development consultation firm – Gemini Development Services – that provides grants management, land use zoning, and subdivision platting services to land developers, engineers and architects throughout the State of Texas. Andrew is also an Artillery Officer in the Texas Army National Guard, currently serving as the Assistant Battalion Operations Officer to the 1-133 Field Artillery Regiment out of Houston, Texas.
